Grant Description

On March 10, 2016, the Chinese Government and the Government of Ukraine signed an exchange of letters, committing RMB 50 million (or approximately $7 million or 185 million UAH) of grant funding for the provision of 52 pieces of emergency response equipment to the State Emergency Service (SES) of Ukraine.

The equipment included 25 units of engineering and rescue equipment, 32 sets of emergency rescue equipment, and spare parts.

More specifically, this batch of equipment included 7 truck cranes (with a carrying capacity of 50 to 180 tons), 4 bulldozers, 9 excavators, 5 pickups, 16 diesel generators, and 16 water pumps. On December 16, 2016, this batch of equipment was officially handed over to the State Emergency Service of Ukraine.

Then, on November 9, 2017, a bilateral meeting of representatives of Chinese International Center for Economic and Technical Exchange (CICETE) and the Embassy of the People's Republic of China in Ukraine took place with the leadership of the State Emergency Service of Ukraine.

After CICETE organized 20-day trainings of SES personnel on management, maintenance, and repair of the equipment, the equipment was transferred to 29 departments of the SES, including in Donetsk and Luhansk oblasts.

The equipment reportedly improved the efficiency of the SES units during emergency and rescue operations in response to industrial and natural emergencies.

In 2019, the Chinese Government provided another grant (worth RMB 95 million) to the State Emergency Service of Ukraine for the provision of 52 additional pieces of emergency response equipment (see Record ID#66287).
