Malawi Transport and Land Compact - Land Project - Land Revenue Activity: this Activity aims to expand coverage and collection of land-based revenues, as well as to increase resources for key services and increase investment in land.
MCC Funding shall support a sequence of activities in up to four cities (Lilongwe, Blantyre, Mzuzu, and Zomba.) Specifically, this includes:. - legal, regulatory, and procedural changes, such as city-level bylaws and ordinances establishing the approach to property mapping and appraisal, to ensure the legal recognition of new approaches and their institutionalization beyond the Compact Term;.- operational work to build the foundations of a higher functioning property tax system, including property discoveryadding to the rolls the high number of developed properties that are missing; digital property mapping; and property valuation, through the deployment of a new, cost-effective, method for mass property valuation;.- property tax automation and new digital systems for managing property-tax related information will also be developed and implemented as appropriate, taking care to support systems and approaches likely to be championed by users and supported with institutional and social behavior change measures to ensure adequate sustainability; and . - improved public budgeting and expenditure management, to ensure that increased revenues are directed to the priority purposes of adequate spending on land-related management and on broader public-facing city services.
