Grant Description

Sierra Leone Compact - Power Sector Reform Project: Capacity Building Activity.The Cross-Cutting Capacity Activity enhances Sierra Leones power sector institutions, focusing on environmental management, climate change, and gender and social inclusion.

The Environmental & Social Sub-Activity includes environmental management and the National Resettlement Policy implementation.

It develops tools, guidelines, and mechanisms for agencies like EDSA, EGTC, EPA, and MOE to improve environmental, resettlement, and climate change practices.

Policy reforms support climate resilience and greenhouse gas mitigation, aligned with national commitments such as the Nationally Determined Contribution and Climate Change Policy.

Activities include vulnerability assessments, grid improvements, training, and a watershed study to address hydropower risks.

The resettlement component ensures equitable treatment for affected individuals by supporting the government in implementing the National Resettlement Policy and training agencies to comply with international standards..The Women in Energy Sub-Activity promotes gender equality in the power sector, aligning with the 2022 Gender Equality Act, which mandates 30% female representation in institutions.

It conducts gender audits, updates inclusion policies, and develops gender action plans with measurable indicators. Training programs foster behavioral change, and internal networks like EGTCs Pink Helmets are strengthened. The initiative also attracts new talent by funding scholarships, internships, and mentoring for women in STEM.

Additionally, it organizes Women in Energy conferences for advocacy, networking, and partnerships and collaborates with USAIDs Engendering Utilities Program..By addressing environmental sustainability, climate resilience, and gender inclusion, this activity aims to build a more equitable and capable power sector in Sierra Leone.
