Chinese Government provides a RMB 50 million interest-free loan — via a December 2014 ETCA — for unspecified purposes On December 18, 2014, the Chinese Government and the Lebanese Council for Development and Reconstruction (CDR) signed an Economic and Technical Cooperation Agreement (ETCA), which committed an RMB 50 million interest-free loan from China to Lebanon for unspecified purposes.

The loan repayment period was January 1, 2025 to December 31, 2034. The lender agreed to allow the borrower to repay the loan via convertible currency or domestically-produced exports.

The ETCA stipulated that the interest-free loan would be made able for draw-down over a five-year period from January 1, 2015 to December 31, 2019 for projects mutually agreed upon by the two governments and that it would be disbursed through a bank account established between China Development Bank and the Banque du Liban (Lebanon’s central bank).

The Council of Ministers of Lebanon approved this loan agreement on May 22, 2014 via Decree No. 11880.

The agreement number is 12630 (see 'CDR Funding - Economic and Technical Cooperation 2014').Sources are divided on the signing date of this loan. On CDR's website 'Signing a Loan Agreement with China', published on December 18, 2014, states that the President of the Council for Development and Reconstruction and Chinese Ambassador to Lebanon signed the loan agreement. 'الموافقة على ابرام اتفاقية قرض لتنفيذ مشاريع تعاون اقتصادي وفني بين حكومة الجمهورية اللبنانية وحكومة جمهورية الصين الشعبية الموقعة في بيروت بتاريخ 18/12/2014' and 'الموافقة على ابرام اتفاقية قرض لتنفيذ مشاريع تعاون اقتصادي وفني بين حكومة الجمهورية اللبنانية وحكومة جمهورية الصين الشعبية', the text of the ETCA and the approval of the loan agreement, from Lebanese University's Legal Informatics Center, as well as CDR's entry on the project ('CDR Funding - Economic and Technical Cooperation 2014') state that the ETCA was signed in Beirut on December 18, 2014. 2015 CDR publications 'Council for Development and Reconstruction Progress Report' (pg.131) and 'تمويل برنامج إعادة اإلعمار' (pg.167 in the document, but pg.9 of the PDF) state that the loan agreement was signed on August 18, 2014. AidData has assumed that the former is correct, because the ETCA itself features this signing date.As this is an ETCA, which is a financing mechanism specific to China's Ministry of Commerce (MOFCOM), AidData has coded MOFCOM as the specific Chinese Government institution responsible for providing this grant.
