The Sierra Leone Compact - Energy Sector Project - EGTC Capacity Building Activity aims to support EGTC in transitioning to a primarily transmission-focused role, with power generation handled by independent power producers (IPPs), and to strengthen its environmental and health and safety capacities.
This includes two key sub-activities.
The Transmission Operations Sub-Activity will assist EGTC in expanding its transmission functions, including the current Bumbuna-to-Freetown 161 kV line.
As new generation is expected to come largely from IPPs, EGTC's role as system operator, market operator, and transmission network operator will be critical.
This sub-activity will provide technical assistance, including embedding a transmission expert within EGTC to aid in restructuring and training EGTC personnel for their new functions as defined in the grid code.
Capacity building will cover operations planning, system operation and maintenance, grid code compliance, security, demand-supply balance, CLSG interconnection management, merit order dispatch, and information exchange with the West Africa Power Pool (WAPP) and other regional utilities.
The EGTC Environment and Health & Safety Sub-Activity will fund technical assistance to develop policies and practices for environmental management, resettlement, and health and safety within EGTC.
These efforts will enhance EGTC's ability to manage its expanded transmission responsibilities while adhering to environmental and safety standards.
