Grant Description
On October 12th, 2016, the Governments of Samoa and the People’s Republic of China signed the Economic and Technical Cooperation Agreement (ETCA) that facilitated the implementation of prioritized projects submitted under China’s aid grants.
The ETCA aimed to develop friendly relations, economic and technical cooperation between Samoa and China, in accordance with the needs and priorities of the Samoan Government. Through the ETCA, China provided 100,000,000 RMB. An unspecified amount of this ETCA was allocated for the construction of a Police Academy (see Record ID#68473).
The allocation of the remainder of this ETCA is unclear. Construction for the Police Academy began on October 25, 2022.
