On October 14, 2016, the Chinese Government and the Government of Cambodia signed economic and technical cooperation (ETCA), which committed RMB 1.2 billion of grant funding for three projects, including RMB 273,188,548 for the Cambodia-China Friendship Tboung Khmum Hospital Construction Project (captured via Record ID#65143).

The purpose of this project is to build a 300-bed hospital with modern medical equipment in Tbong Khmum, which is a a newly established province near Phnom Penh. The name of the hospital is Tboung Khmum Provincial Hospital.
China Zhongyuan International Engineering Co., Ltd. of Sinomach (China IPPR International Engineering Co., Ltd) and Jingxing International Engineering Management Co., Ltd. are the contractors responsible for project design and supervision. China Railway Construction Group Co., Ltd. is the contractor responsible for implementation.
On January 14, 2018, a project unveiling ceremony was held under the witness of Li Keqiang, Premier of the People's Republic of China. Approximately one week later, on January 22, 2018, the project was formally approved by the Cambodia Government.
Then, on March 1, 2019, a formal groundbreaking ceremony took place; Cambodian Prime Minister Samdech Techo Hun Sen, Chinese Ambassador to Cambodia Wang Wentian, Minister of Health Man Benheng, and Business Counselor Li An presided over the ceremony. Construction was originally scheduled to reach completion within 40 months (July 1, 2022).
A supplemental project implementation agreement was signed on April 26, 2019. By March 3, 2020, the project had achieved a 50% completion rate. By July 5, 2021, the project had achieved a 70% completion rate. The hospital project was officially completed and inaugurated on March 7, 2022.
