Grant Description

On March 18th, 2019, the Chinese ambassador to Syria, Feng Biao, and Syrian Planning and International Cooperation Director, Imad Sabouni, jointly signed the Economic and Technical Cooperation Agreement (ETCA) on behalf of their respective governments at the headquarters of the Syrian Planning and International Cooperation Commission in Damascus.

The agreement was formally termed the "Economic and Technical Cooperation Agreement on Free Assistance to Syria" (关于向叙提供无偿援助的经济技术合作协定).

The ETCA stipulated that China would grant 100 million RMB (17 million USD) to the Syrian Government for unspecified humanitarian government projects, the specifics of which were to be announced later. These funds were received by the Syrian Ministry of Planning and International Cooperation.
