Chinese Government provides $4 million interest-free loan — via ETCA — for unspecified development projects On December 11, 2003, the Chinese Government and the Government of Syria signed an Economic and Technical Cooperation Agreement (ETCA), which committed a $4 million interest-free loan unspecified economic and social development projects.
On the same day, the two governments signed an RMB 10 million grant agreement (captured in Record ID#65074).
