Grant Description

On March 20 and 30, 2012, the Chinese Ambassador to Togo, Wang Zuofeng, and Togolese Minister of State for Foreign Affairs and Cooperation, Elliott Aoun, signed an exchange of notes in Lomé on behalf of their respective governments regarding China's assistance to the Ministerial Complex Construction Project.

Then on March 6, 2014, both governments signed an exchange of letters regarding the Ministerial Complex Construction Project (as captured by this project) and the National Assembly Building Construction Project (captured by Record ID#72427).

China’s Ministry of Commerce (MOFCOM) was the source of grant funding for the Ministerial Complex Construction Project.

It provided RMB 206 million (or CFA 18,242,674,020, per "Inauguration du nouveau centre administratif des services de Lomé") for the project.

This project involved the construction of a ministerial complex in a new administrative district (Lomé-2) in the northern part of the city of Lomé.

The complex consisted of 416 rooms and was designed to offer better working conditions to more than 1,500 Togolese civil servants. The main building had three stories and a basement, a conference room, a cafeteria, and a road network. The complex housed three government ministries. The western section of the main building housed the offices of the Ministry of Primary and Secondary Education.

This area featured 134 rooms, including 104 offices, nine meeting rooms, and one coffee break room. The central section of the main building housed the offices of the Ministry of Health and Public Hygiene. It had 112 rooms, including 89 offices and five meeting rooms.

The eastern section of the main building housed the offices of the Ministry of Agriculture, Animal Production and Fisheries. It featured 170 rooms, including 134 offices and nine meeting rooms. The conference room had 300 seats and a cafeteria with a VIP lounge. There was an underground 62-vehicle parking lot and outdoor parking for 120 vehicles and motorcycles.

The road network had a total length of 1,338 meters and a rainwater evacuation system wit gutters, manholes, and soaks, sectioned off by a 680-meter fence.

Shanghai Construction Engineering Group (SCG) and China Road & Bridge Corporation (CRBC) were the contractors responsible for implementation.

Togo Zhengwei Company, a subsidiary of Weihai International Economic & Technical Cooperative Co., Ltd., was also involved in the project's implementation. Construction began on August 31, 2016. Construction was completed in January 2019.

The building was officially inaugurated and handed over to the Togolese Government on April 24, 2019, in a ceremony attended by the President of Togo, Faure Gnassingbé.

This project is also known as the Government Office Building Construction Project. The French project title is Le Nouveau complexe ministériel or Le Nouveau centre administratif abritant trois ministères (Santé, Agriculture et Enseignement primaire et secondaire) or Le Nouveau centre administratif des services de Lomé. The Chinese project title is 署援多哥政府办公楼项目. It is unclear which year the Chinese grant money was secured, as multiple letters of exchange were signed. AidData has elected to code '2012' as the commitment year, as that is the earliest known date of any legal commitment, and check the 'Year uncertain' box.
