Grant Description
Chinese Government provides $14.7 million interest-free loan loan for Pakmong-Nateuy Section of No. 13 Road (NR13) Extension Project On March 30, 2008, the Chinese Government and the Government of Laos signed an exchange of letters regarding the North Section of Pakmong-Nateuy Highway (No. 13) Extension Project.
China’s Ministry of Commerce (MOFCOM) issued a $15.7 million grant (captured in Record ID#64756) and a $14.7 million interest-free loan (Record ID#64757) in support of the project.
The purpose of the project was to restore a 78.8 km stretch of No. 13 Road (NR13) that runs from the Nam Ko bridge in the city of Muang Xay within Oudomxay Province (at K86+000) to the village of Nateuy in Luang Prabang Province (at K164+776.765). China Railway Third Survey and Design Institute Group Co., Ltd. was the contractor responsible for project design.
Yunnan Sunshine Road and Bridge Co., Ltd was the contractor responsible for project implementation. Construction began on on May 30, 2009. Then, a formal groundbreaking ceremony took place June 22, 2009. MOFCOM conducted an on-site inspection in July 2011 and construction ended on December 31, 2011.
The project passed final inspection on March 29, 2012.
China Eximbank also financed the Oudomxay-Pakmong Section of No. 13 Road (NR13) Rehabilitation Project (see Record ID#38597).

The Chinese project title is 老挝丰沙里省本怒至兰堆1A道路建设修整项目 or 丰沙里省国道扩建工程 or 老挝1A道路改造项目.
