Grant Description

Chinese Government pledges $58.31 million loan for 47MW Saing Din Hydropower Plant Construction Project The Saing Din Hydropower Plant Construction Project in Buthidaung (BuuTheeTaung) Township and Rakhine State (exact locational coordinates: 20.893779, 92.652188) was first initiated in the early 1950s, but work halted in 1952.

Work resumed in 1988 but was again stopped three years later.

In 1990, it was reported that the project would provide 15 MW of industrial power rather than 76.5 MW, which was anticipated in 1956. It was later revised to 47 MW. It was revived in 2009 with construction beginning in March of that year, but not much progress ensued. The project was said to be a five-year project, and was expected to be completed in 2014.

On January 18, 2011, a memorandum of agreement on the implementation of the Saingdin hydropower project was signed by the Government of Myanmar’s Department of Hydropower Planning under the Ministry of Electric Power No. 1, China Datang Overseas Investment Co Ltd, and Shwe Taung Hydropower Co Ltd.

The Chinese Government reportedly agreed at least in principle to provide a $58.31 million loan (either from China Eximbank or China Development Bank) for this project. This project is also known as the Saingdin Hydropower Plant Project. The Burmese project title is စိုင္းဒင္.
