Chinese Government provides RMB 60 million interest-free loan — via ETCA — for unspecified purposes On Oct 26, 2012, Chinese and Lao governments signed an Economic and Technical Cooperation Agreement (ETCA) that Chinese government would provide 60 million RMB interest-free loan for unspecified purposes.

On the same day the two sides also signed agreements involving financial assistance from the Chinese government to the Lao government to jointly maintain the safety of the Mekong River, repair the Lao National Cultural Palace, and build a green belt at the Lao National Convention Center ("中国老挝两国签署经济技术合作协议").
