Grant Description

In 2011, the Chinese Government provided a grant to the Government of Tonga for Phase 2 of the National Road Improvement Project. The monetary value of the grant is unknown.

The grant proceeds were used to finance a construction contract between Yanjian Group and Tonga’s Ministry of Transport, which was signed on August 2, 2011. The purpose of Phase 2 was to improve a road that runs from Ta'anea to Leimatu'a via Mataika on the island o Vava’u. Yanjian Group was the contractor responsible for implementation.

In March 2011, Tonga's Ministry of Communications reported that the survey work for this project had been completed. Then, from August 9-14, 2011, a group of Chinese foreign aid officials visited the construction site. A project commencement ceremony was held on October 20, 2011. The project was officially completed and handed over to the local authorities on July 9, 2012.

Phase 2 is also known as the Vava’u Road Improvement Project and the Road Project of Upgrading & Reconstruction Phase II. The Chinese project title is 援汤加主岛公路升级改造二期工程项目 or 我援汤主岛干线公路升级改造二期项目 or 主岛干线公路升级改造二期项目. The Chinese Government also funded Phase 1 and Phase 3 of the National Road Improvement Project (see Project ID#42210 and ID#39199).At the October 20, 2011 project commencement ceremony, the Chinese Ambassador to Tongo revealed that Phase 2 was being implemented with ‘free assistance provided by the Chinese Government’. Therefore, AidData has flow-coded this transaction as a grant.
