China Eximbank pledges $22.32 million loan for Phase 3 of Lao Telecom Project According to an Asian Development Bank report, China Eximbank agreed (at least in principle) to issue a $22.32 million loan for the Lao Telecom Project Phase III Project in 2005 (or 老挝电信网三期扩容工程).

At the time, the expected project completion date was 2016 ("Development Partners' Assistance Matrix for the GMS Economic Cooperation Program: Ongoing and Proposed Projects (as of 2014)", pdf p.14).
