On October 11th, 2011, the Chinese Ambassador, Cheng Shuping, and Vanuatu's Prime Minister, Sato Kilman, signed an economic and technical cooperation agreement (ETCA) (or 经济技术合作协定). The ceremony was also attended by other officials and members of the media.
Through the ETCA, China was set to provide funding totaling VT 300 million towards three Government priority projects: the National Convention Centre, Extension to USP Emalus Campus, and the Extension to the Prime Minister’s Office.
Kilman thanked the Chinese Government and said that "The selfless assistance provided by the Chinese government is in line with Vanuatu ’s priority development goals, promoted Vanuatu ’s economic and social development, and effectively promoted the friendly and cooperative relations between Vanuatu" ("中瓦签署经济技术合作协定").
