On June 6th, 2018, DOF submitted the Ambal-Simuay River and Rio Grande de Mindanao River Flood Control Project for financing under the Export-Import Bank of China's Preferential Buyer's Credit Facility. According to "Bid Notice Abstract," the budget for the project will be PHP 20,162,841,907.02.
The Bid Notice Abstract, published June 2nd, 2020, also states that the "Government of the Philippines (GOP) intends to apply for a loan from the China Export-Import Bank toward the cost of Ambal-Simuay River and Rio Grande De Mindanao River Flood Control Project.
As of February 2019, the Ambal-Simuay River and Rio Grande de Mindanao River flood control projects were approved by the National Economic and Development Authority for flood mitigation.
The project was set to start in August 2019, and involved the construction of flood management systems such as dikes, flood gates and retaining walls.
On September 11, 2020, the Department of Public Works and Highways of the Philippines awarded the PHP 10,108,742,345.19 contract for the design and build of the Ambal-Simuay River and Rio Grande de Mindanao River Flood Control Projects to Power Construction Corp. of China. As of January 2021, China was evaluating the Philippines project proposal for this project.
