On March 17, 2017, Dominguez and China Commerce Vice Minister Fu Ziying signed an exchange of letters about the conducting of preliminary feasibility studies for the Panay-Guimaras-Negros Island Bridges Project.
Between August 22-24, 2018, the Chinese Government signed an agreement with the Philippines that China will provide a $13.4-million grant to fund the feasibility study of the Panay-Guimaras-Negros Island Bridge project.
On November 22, 2018, the Chinese government signed the Implementation Agreement of the Feasibility Study of the project by China International Development Cooperation Agency (CIDCA).
The feasibility study commenced on November 25, 2018 and is expected to be completed before 2020, according to the "Panay-Guimaras-Negros bridge study to be completed this year". On January 30, 2020, NEDA announced its Investment Coordination Committee had approved the project. As of October 2020, the project had yet to complete construction.
It was reported in February 2021 that China had pulled out of the project.
