Grant Description
Bank of China agrees in principle to provide buyer’s credit for 15MW Nam Dik 1 Hydropower Project On September 5, 2016, EDL Generation Public Company (EDL-Gen), National Consulting Group (NCG), and AVIC International Holding Corporation signed a project framework agreement.
Under the terms of the agreement, Bank of China agreed in principle to provide a buyer’s credit (loan) to cover 85% of the cost of a commercial (EPC) contract between NCG (the project owner) and EDL-Gen for the 15MW Nam Dik 1 Hydropower Project.
Sinosure agreed in principle to provide a buyer’s credit insurance policy and the Government of Laos agreed in principle to provide a sovereign guarantee.
Then, on November 21, 2016, Nam Dik 1 Hydro Power Company Limited — a special purpose vehicle and joint venture of EDL-Gen (70% equity stake) and NCG (30% equity stake) that was created on September 14, 2016— and AVIC-INTL Project Engineering Company signed a $42.1 million EPC contract for the 15MW Nam Dik 1 Hydropower Project.
The purpose of the project was to construct the 15MW Nam Dik 1 hydroelectric power plant in Xamtai District within Houaphanh Province.
