Chinese Government provides RMB 200 million interest-free loan — via ETCA — for unspecified purposes On April 8, 2013, the Chinese Government provided an RMB 200 million interest-free loan through an Economic and Technical Cooperation Agreement (ETCA) to Cambodia for unspecified purposes. An RMB 300 million grant ETCA was also signed on the same day (see Record ID#62486).
Premier Li Keqiang of the State Council held talks with Cambodian Prime Minister Hun Sen in the Great Hall of the People on April 8, 2013.
The two sides signed multiple agreements, including ETCAs, loans from China to Cambodia for bridge and irrigation system development, grant aid for a vocational school on agriculture, and a memorandum of understanding on an oil refinery project (see Record ID#62466). Since loan terms for the interest-free loan are unavailable, AidData has set maturity period to 20-years by default and grace period to 10-years by default per China's Foreign Assistance White Paper (http://www.cidca.gov.cn/2018-08/06/c_129925064_3.htm) which states that the maturity period of interest-free loans is 20-years, with a drawdown period of 5-years, grace period of 5-years, and repayment over 10-years.
