On August 9, 2013, Chinese Ambassador Bu Jianguo and Cambodian Deputy Prime Minister and Minister of Finance and Economics Ji Chun signed letters of exchange for the establishment of the China-Cambodia Agricultural Promotion Center Project.
On December 24, 2014, a funding agreement was signed by Ty Sokun, secretary of state at the Ministry of Agriculture, and Wenwen Luo, chairwoman of the Guangxi Forward Agriculture Technology International Corporation, under which the Chinese Government and Guangxi Forward Agriculture Technology International Corporation jointly agreed to provide $6.7 million in aid to establish the Cambodia-China Agricultural Promotion Centre.
The breakdown is unknown. The project includes two phases over an 18-year period.
The first phase will last three years and will be entirely funded by the Chinese Government, while the second 15-year phase will be funded by Guangxi Forward Agriculture Technology International Corporation. Guangxi Forward Agricultural Technology International Corporation is the implementer. Construction began on September 17, 2015.
The center is to be based in Phnom Penh and will be located on 12 hectares of land in the city’s northwestern Sen Sok district.
The project is meant to help Cambodia develop agriculture sustainably, equip and train farmers with techniques to respond to climate change, use more machinery in the fields, create more resilient crops, and encourage more agricultural goods to be exported.
The Chinese project title is 中柬农业促进中心项目 or 中-柬农业促进中心.
