On May 22, 2007, Chinese Deputy Minister of Commerce, Wei Jianguo, and Egyptian Minister of State for Economic Development, Osman Mohammed Osman, signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 50,000,000 of grant funding for unspecified purposes. The agreement was recorded in Arabic and Chinese and signed in Cairo, Egypt, during an official goodwill visit.
According to the ETCA, some of the grant proceeds would be allocated in combating bird flu.
The agreement also stipulates that the remaining grant funds be allocated to Egyptian development projects as agreed upon at a later time through a formal exchange of letters.
The grant would be disbursed through an account established between the Central Bank of Egypt and China Development Bank, as specified in a separate agreement. On March 18t 2008, the ETCA was ratified by Egyptian Presidential Decision no. 90.
Egyptian Minister of State for Economic Development, Osman Mohammed Osman, signed the ETCA on behalf of the Egyptian Government at large. The Egyptian Minister of State position is that of a junior cabinet member in the Egyptian Government and is not associated with one particular ministry; instead, the position exists to achieve specific short term goals without altering the state's structure.
