Grant Description

On October 25 and 26, 2007, the Chinese Government and the Government of Samoa signed an exchange of letters, which committed grant funding for the To'oa Salamasina Youth Hall Renovation Project.

On March 5, 2008, the Chinese Government and the Government of Samoa signed an exchange of letters, which committed additional grant funding for the To'oa Salamasina Youth Hall Renovation Project. In total, China’s Ministry of Commerce (MOFCOM) committed RMB 10 million for this project. The purpose of the project was to renovate the To'oa Salamasina Youth Hall in the Sogi area within the city of Apia.

Beijing Institute of Architectural Design and Research was the contractor responsible for project design and Shanghai Construction Engineering Group was the contractor responsible for project implementation. On December 24, 2007, a design contract was issued to Beijing Institute of Architectural Design and Research.

Then, on August 21, 2009, a groundbreaking ceremony was held. The project was officially completed and handed over to the local authorities on June 21, 2010.

Staff Note 1: This project is also known as the Young Women's Activity Center Maintenance and Expansion Project, the Women’s Center Renovation Project, the Tooa Salamasina Hall Refurbishment Project, the To'oa Salamasina Hall Renovation Project, and To'oa Salamasina Youth Centre Renovation Project. The Chinese project title is 青年妇女活动中心 or 年妇女活动中心维修扩建项目. Staff Note 2: To'oa Salamasina Youth Hall was originally constructed with financial support from the Chinese Government between 1995 and 1996 (and built by Jiangsu Overseas Construction Group).
