On November 6, 2018, the Economic and Commercial Counselor of the Chinese Embassy in Senegal and the Senegalese Minister of Sports Matar Bâ signed an agreement to provide a grant of 20 billion CFA franc to help rehabilitate and renovate the Léopold Sedar Senghor stadium in Dakar.
The Minister of Sport Matar Ba also noted that this project covers, inter alia, sports equipment and facilities, football, basketball and handball fields, athletic tracks, decorations and decorations, electrical systems and mechanical and structural structures (According to ghayat).
In the agreement, it is indicated that 20 billion CFA franc would be used for the Leopold Sedar Senghor stadium while the other half will be used for the other 3 stadiums (recorded in #88634). The LSS Stadium was originally constructed using Chinese Ministry of Commerce financing in 2009 (Record ID#1608).
The work was scheduled to start in late 2019, however it was delayed because of the COVID pandemic. Eventually, Chinese engineers arrived in Senegal and received by the Senegalese officials on December 15, 2020.
They announced they would start the work shortly (WiW sports), however media reports suggest that the Chinese technicians had only arrived in November 2021 to set the schedule for work over two years.
The project is linked to Project ID#88634, because there seems to be only one agreement, in which 40 billion CFA franc was granted but financing was to be used for different projects, as it is clear that 20 billion is to be used for the LSS stadium, 2 separate projects are created.No reports outline that the Ministry of Commerce is responsible for funding this agreement, however as the agreement was signed by representatives of the Chinese embassy, and as previous rehabilitation works were financed by the Ministry of Commerce it is provided as the funding agency.
