Grant Description

On October 11, 2017, the Chinese Ambassador and Ecuador Minister of Foreign Affairs signed three agreements, including an Economic and Technical Cooperation Agreement (ETCA) that provided an RMB 300 million grant (see Record ID#59712).

An unknown portion of this ETCA, or perhaps the entirety of it, was earmarked for the Miguel Hilario Alcívar Hospital Reconstruction Project in Bahía de Caráquez (see Record ID#91494). China Development Bank (CDB) and the Central Bank of Ecuador (Banco Central de Ecuador) handled the banking procedures.

On December 12, 2018, the China Ministry of Commerce signed another ETCA providing another RMB 200 million grant for the same Bahía Hospital Reconstruction Project and other unspecified projects (see Record ID#59063).

In June 2020, Ecuador's Vice President indicated that a USD 40 million grant from China that was previously set aside for the Bahía hospital would instead be used for the construction of a new hospital in Quinindé.

It is therefore unknown to what extent each of these two ETCAs funded the Miguel Hilario Alcívar Hospital Reconstruction Project and to what extent they funded other sub-projects.

Two other agreements were signed on October 11, 2017: Letters of Exchange committing RMB 346 million for a hospital in Chone (see Record ID#59270) and the donation of 10,000 computers to the Ecuador Ministry of Education (see Record ID#59708).
