Grant Description

On September 17, 2013, the Chinese Ambassador to Libya, Li Zhiguo, and the Minister of Health of the Libyan Interim Government, Noureddine Dagman, signed an Economic and Technical Cooperation Agreement (ETCA) (Chinese agreement name: 《中国与利比亚临时政府经济技术合作协定》) on behalf of their respective governments.

The agreement committed an unspecified amount of Chinese grant funding for telemedicine and other forms of health sector support in Libya.

According to the Economic and Commercial Office of the Chinese Embassy in Libya, this was the first unpaid assistance agreement between China and Libya in history.
