Chinese government grants 36 million RMB through ETCAs for expansion of Arzobispo Loayza Hospital (links: #56429, #56274, #46985, #73148, #36008, #73150, #73445)

On July 7, 2009, the Peruvian Ministry of Health and the Yanjian Group, on behalf of the Peruvian and Chinese governments respectively, signed a 36 million yuan construction contract for the Arzobispo Loayza National Hospital Expansion Project (Ampliación del Hospital Nacional Arzobispo Loayza) in Lima, Peru, to pull from grant funds provided by multiple Economic and Technical Cooperation Agreements (ETCA) signed on the following dates: January 17, 2003; January 27, 2005; September 18, 2006; and March 30, 2007.

The project's goal was to construct a new pavilion at the Arzobispo Loayza National Hospital in Lima that would house a new Intensive Care Unit, Intermediate Care Unit, Blood Bank, Central Sterilization Unit, and Nutrition Center. The building was to occupy 1964 square meters of a 4205 square meter area and include two floors and a basement.

The purpose of the expansion was to better provide medical service to Lima and the general population of Peru, according to the 2009 Peruvian Minister of Health.

The expansion was also part of a greater push by the Peruvian government to invest in new infrastructure and health equipment in 2009 and 2010.

The Chinese government first agreed to the hospital expansion project in Letters of Exchange signed with the Peruvian International Cooperation Agency of the Ministry of Foreign Affairs (Agencia Peruana de Cooperación Internacional/APCI) on March 30, 2007.

On February 13, 2008, the design contract was signed with the Beijing Institute of Architectural Design (see Record ID#46985). On July 7, 2009, the construction contract was signed. The groundbreaking ceremony took place December 28, 2009. The Chinese government, through the construction contract, sent a team of technicians to assist with the construction.

A project to install a vapor network system and other additions was approved on February 7, 2011.

It was funded through the Peruvian Ministry of Health and was installed between the end of construction and the inauguration ceremony. Construction ended on March 28, 2011, and the inauguration and handover ceremony took place May 13, 2011.

There is evidence that preparation for the execution of this project began prior to the signing of the Letters of Exchange on March 30, 2007. See comments for more information. This project was subsequently added to with more construction from 2011-2013 (see #56274).

In 2017, a project maintaining and fixing the facilities that were constructed in this project and in Record ID#56274 was agreed to, captured in #56429. Chinese name for this project is "洛阿伊萨医院".

The project name in Spanish varies slightly between documents, but broadly includes "Ampliación del Hospital Nacional Arzobispo Loayza" and "Construcción del Pabellón para Cuidados Intensivos e Intermedios, Banco de Sangre, Unidad Central de Esterlilización y Service de Alimentación Central."
