Chinese Government provides loan for Third Circuit Er Roseires-Khartoum Electricity Transmission Project In 2006, the Chinese Government provided a loan to Government of Sudan for the Third Circuit Er Roseires-Khartoum Electricity Transmission Project.

However, it is known that the borrower was expected to use the proceeds of the loan to finance an RMB 740 million commercial contract that it signed with Shanghai Electric Power Transmission and Distribution Group (上海电气输配电工程成套有限公司) in 2006.

The project involved the construction of a third circuit (a double-circuit 220 kV power transmission line) from Er Roseires (a town in eastern Sudan 60 km from the border with Ethiopia) to the country’s capital (Khartoum) via Renk and Rabak.

It also supported 9 substations along the route of the transmission line: (1) Jabel Aulia substation (贾贝尔·罗里亚变电站);(2) Mashkour substation (马士科变电站); (3) Rabak substation (罗巴克变电站);(4) Rank substation (兰克变电站);(5) Roseires substation (罗塞瑞斯变电站);(6) Freezone substation (保税区);(7) Rwaba substation (瑞瓦巴变电站);(8) Ten Delty substation (坦德体变电站);and (9) Obaid (Obeid) substation (欧信德变电站).

Shanghai Electric Power Transmission and Distribution Group was the contractor responsible project project implementation. Construction began in 2007. The 'first' substation was put into operation in August 2007.

At that time, the 'second' substation had reached the equipment installation stage, and construction of the 'third' substation had began. The project was ultimately completed in July 2009.

  1. This project is also known as the Third Circuit Roseires-Khartoum Project, the Rabak-Obied Third Circuit Elroseires-Khartoum Electricity Project, and the Sudan EPC Project of 9 Substations of 220kv. The Chinese project title is 苏丹9座220kV变电站工程总承包项目 or 的苏丹220KV变电站总承包项目. The Arabic project title is الروصيرص - خرطوم.
  2. Er Roseires is sometimes referred to as Rosairess or Elroseres.
  3. In 2004, CMEC Comtrans International Co., Ltd. signed an implementation contract with Sudan's National Electricity Corporation (NEC) for the Third Circuit Er Roseires-Khartoum Electricity Transmission Project. It is unclear if the proceeds of the loan were also used to support this contract. This issue warrants further investigation.
  4. The precise face value of the loan is unknown. For the time being, AidData assumes that the loan in question was an export buyer's credit and that it was used to finance 85% of the total cost of the RMB 740 million commercial contract. This issue warrants further investigation.
  5. Some sources suggest that the commercial contract value was $83.33 million rather than RMB 740 million.
  6. The project was divided into two phases. The first phase (with a commercial contract value of RMB 415 million) supported 5 substations and the second phase (with a commercial contract value of $43 million) supported 4 substations.
