China Development Bank provides $409 million loan for Methanol and Ammonia Complex Project in National Industrial Petrochemical Technopark Special Economic Zone On June 8, 2017, China Development Bank (CDB) signed a $409 million loan agreement with the United Chemical Company LLP -- a special purpose vehicle and subsidiary of JSC National Welfare Fund Samruk-Kazyna JSC -- for the production of methanol and ammonia in the National Industrial Petrochemical Technopark Special Economic Zone (SEZ) in the Atyrau Region.
