On July 22nd, 2014, China agreed to donate environmental monitoring equipment to Cuba, as one of a lengthy series of accords signed during Chinese President Xi Jinping's visit to the island nation.
The agreement was signed by Elba Rosa Pérez Montoya of the Ministry of Science, Technology and Environment of Cuba and Zhang Tuo of the Ministry of Environmental Protection of China.
Its stipulations were fulfilled on October 29th, 2015, when three fixed air quality monitoring stations were installed in Havana: one at the headquarters of the San Miguel del Padrón Municipal Administration Council; one at the Instituto Superior de Tecnologías y Ciencias Aplicadas; and one at the Cuban Meteorological Institute (INSMET), under the responsibility of one of its institutions, the Center for Atmospheric Contamination and Chemistry Studies (CECQA).
Fernando Mario González Bermúdez, First Deputy Minister of the Ministry of Science, Technology and the Environment (CITMA); and Wu Xiaquing, China's Vice Minister of Environmental Protection, signed the delivery certificate.
