China Eximbank provides buyer's credit loans for the Western Salvation Highway Project On July 29, 2008, China Eximbank and the Government of Sudan signed a $3 billion oil-backed master framework agreement (or line of credit) to finance various infrastructure projects. This resources-credit cooperation package is backed by future revenues from the sale of oil exports.
Several of the subsidiary loans approved through this agreement, totaling $650 million, supported the 1200 km Western Salvation Highway Project which sought to link Sudan's Darfur and Kordofan regions with the capital Khartoum and some neighboring countries. The highway links the five states of Darfur, the three states of Kordofan and the Sudanese capital Khartoum.
It also links Sudan with West and Central Africa, namely Cameroon, Nigeria, Chad, and Central Africa Republic.
The roads that make up the 1200 km Western Salvation Highway include but are not limited to: a $90 million loan for the 185 km El Dibeibat-El Fula Road Construction Project (captured via Record ID#1053); a $86 million loan for the 168 km El Fashir-Um Kaddada Road Construction Project (captured via Record ID#1051); a $110 million loan for the 211 km El Nahood-Um Kadada Road Construction Project (captured via Record ID#1050); a $119 million loan for the 340 km Renk-Malakal Road Construction Project (captured via Record ID#1059) a $120 million loan for the 157 km Zalingei-El Geneinah Road Construction Project (captured via Record ID#1013)
