China provides over $300 million USD loan for National Electronics Complex of Pakistan (Phase-I) NESCOM NECOP is a Pakistan Ministry of Defence project executed by NESCOM in partnership with the National Institute of Electronics (NIE), an arm of Pakistan’s Ministry of Science and Technology.
NECOP was established as an ‘information and electronic complex covering civilian, information technology and defence electronic domains. This could potentially include the production of components for nuclear missiles.
The initial agreement was signed in October 14-17, 2008 between Pakistan's Ambassador to China, Masood Khan, and President of China Electronics Technology Group (CETC).
The commercial contract was signed between CETC and the Pakistani government on Dec 17, 2010, under the witness of Chinese and Pakistani PMs. The contract is estimated to be around $300 million USD.
The Pakistan Ministry of Finance Estimates of Foreign Assistance for 2015-2016 show the revised budget estimate for 2014-2015 to be 0, indicating that the project had likely not started as of 2015.
The same report for year 2016-2017 shows the budget estimate for Chinese loans to the project in 2015-2016 to be 800 million Pakistani rupees, or 5.9 million USD.
The revised budget estimate, that is a mid-year review, records the predicted funds to be 0, indicating no funds were likely given in both years for the project.
