On December 9, 2010, China Harbour Engineering officially began work on a Chinese Government grant-financed Panadura Fishing Harbor Extension Project in Sri Lanka at a cost of RMB 62.24 million $7.3 million). The purpose of this project was to extend the breakwater at Panadura Fishing Harbor by 200 meters.
The project was expected to reach completion within 8 months, and it was ultimately completed on June 7, 2011. It was undertaken in response to the 2007 floods in Sri Lanka.
Upon completion, fishermen around Colombo port who previously had to travel to Mutwal and Beruwala harbours to anchor their vessel could use the Panadura harbour as an intermediate harbour.
