On March 23, 2017, Chinese Defense Minister General Chang Wanquan pledged an RMB 200 million military assistance grant to the Government of Nepal during his meeting with Nepal's Prime Minister Pushpa Kamal Dahal.
The purpose of the grant was to strengthen the disaster management capabilities of the Nepal Army (NA) and equip it for the United Nations peacekeeping mission.
At the time that the pledge was made, Nepal’s Defense Minister Bal Krishna Khand said that the Chinese Government would provide the equipment support based on the demands of the NA.
He told a local newspaper that “[t]he two sides will finalise the support after the NA provides the list of military support it needs.
At the time that the Chinese Government pledge was made, the NA wanted to double its presence in the UN peacekeeping missions to war-torn countries. The doubling effort was expected to cost around Rs 7 billion. Then, in October 2018, The Chinese Government agreed to provide assistance worth RMB 150 million (Rs 2.53 billion) to the NA over a period of five years. However, it is unclear if this commitment represents a partial fulfillment of the March 2017 pledge. This issue merits further investigation.
