Grant Description
CDB provides $198 million loan for Chzhungtsai Mohir Cement Plant and Huaxin Gayur Sughd Cement Plant Construction Project On September 13, 2014, President Xi Jinping and President Rahmon of Tajikistan jointly witnessed the signing of a cooperation (project investment) agreement for the second and third cement production lines between China and Tajikistan: the Gayur-Sughd Cement Plant and the Chzhungtsai Mohir Cement Plant.
The total cost of building these cement plants was $380 million.
Of that amount, $198 million was supported with debt financing from China Development Bank (CDB) (captured in Record ID#53588). It is unclear when CDB signed the loan agreement for this project.
Two separate special purpose vehicles (and also joint ventures) of China’s Huaxin Cement Co., Ltd. and Tajikistan’s Gayur LLC were established to manage the financing, construction, and operations of these cement plants: (1) Chzhungtsai Mohir Cement Company (Чунгтсай Мохир цемент) and (2) Huaxin Gayur Sughd Cement Company [or JV Huaxin Gayur (Sughd) Cement LLC, 华新水泥塔吉克斯坦索格特水泥有限公司, or ООО СП “Хуаксин Гаюр (Согд) Цемент”] (see Record ID#53976).
T The Gayur-Sughd Cement Plant is located in Babojon Ghafurov (Ghayurov) District and Sughd Province and it has the capacity to produce 1.2 million tons of cement per year.
A project commencement ceremony for the Gayur-Sughd Cement Plant took place on April 3, 2014 and plant was officially inaugurated on March 23, 2016. The plant’s first cement exports, to Kyrgyzstan and Uzbekistan, occurred on April 1, 2016.
The Chzhungtsai Mohir (Chjuntsay-Taboshar) Cement Plant, which is located in Yovon District and Khatlon province and also has the capacity to produce 1.2 million tons of cement per year, was officially inaugurated on or around August 25, 2016. Huaxin Equipment Engineering.
Co., Ltd. (华新装备工程有限公司), a subsidiary of Huaxin Cement Co., Ltd, was the EPC contractor responsible for the construction of both cement plants.
