Grant Description

On November 26, 2015, the Chinese Government and the Government of Georgia signed an Economic and Technical Cooperation Agreement (ETCA), in which the Chinese Ministry of Commerce (MOFCOM) committed RMB 26 million in grant funding to facilitate the acquisition of a combined inspection system for the customs crossing point in Kazbegi (at the Georgia-Russia border).

The project was carried out by Nuctech Company Limited.

The mobile container/transport inspection system was designed help to check trucks crossing the border using a roentgen scanner, avoiding the need for an unpacking of goods. It was originally expected to reach completion status on August 1, 2017. However, it was ultimately completed ahead of schedule.

The system was installed in May 2017 and the formal agreement on acceptance was signed on June 14, 2017. The primary beneficiary of this project was Revenue Service of the Ministry of Finance of Georgia.

AidData has assumed, based on past experience, that MOFCOM funded this ETCA. No source names Nuctech as the implementer. However, Nuctech has a history of being involved in these types of projects across the world, including in Georgia. AidData has assumed Nuctech was the implementer here in light of this.
