Grant Description

In 2015, the Chinese Government provided RMB 87 million of grant funding for the Pak-China Technical and Vocational Institute Construction Project.

The purpose of the project is to construct a vocational school in Gwadar that will impart specialized skills to Pakistanis, so that they may be employed at the Gwadar Port, which is being expanded as part of the China-Pakistan Economic Corridor (CPEC). The project was executed by Gwadar Port Authority and supervised by Pakistan's Ministry of Maritime Affairs.

The project was originally slated for completion by March 2016; however, it faced various delays and was still under construction as of 2018.

The foundation stone for the Pak-China Technical and Vocational Institute was laid at an inauguration ceremony on December 16, 2019.

The project was ultimately completed on September 30, 2021 and an opening ceremony for the Pak-China Technical and Vocational Institute was held the very next day, October 1, 2021.

The first group of students (130 people: 85 males & 45 females) completed their 6 months of vocational courses which started in September 2022 with the help of the National Vocational Technical Training Commission, GoP (NAVTTC) for the following five trades: 1. Certificate in office management (Computer application), 25 male & 25 Female 2.

Financial Accounting, 20 Students male and female 3. Chinese Language, 20 Students male and female 4. Cargo handling, 20 student males 5. Overhead Crane operator in shipping industry, 20 student males

  1. The total project cost is unclear. According to one official source, the Pakistani Government agreed to allocate approximately 200 million Pakistani rupees to the project while the remaining 743 million Pakistani rupees was to be financed by the Chinese Government through a grant. The official China-Pakistani Economic Corridor (CPEC) website states that that total cost of the project is 1,235,500,000 Pakistani rupees. A 2016 bond prospectus issued by the Government of Pakistan Bond Prospectus identifies the transaction amount as $10 million. A March 2022 report that Pakistan's Minister for Planning, Development and Special Initiatives (Mr. Asad Umar) submitted to Parliament indicates that the project was financed with a $10 million Chinese Government grant.
  2. The Chinese project title is 援巴基斯坦瓜达尔职业技术学校项目 or 巴基斯坦瓜达尔职业技术学校项目.
