On January 15, 2007, the Chinese Government and the Government of the Philippines signed an Economic and Technical Cooperation Agreement (ETCA), which committed PHP 100 million of grant funding (recorded in the linked Record ID#63913). 85 million PHP of this grant was allocated for the provision of eight mobile clinics to the Department of Health of the Philippines.
The mobile clinics were intended to serve as ancillary services to the operations of the recipient hospitals and medical centers, most especially in priority and underserved areas.
As such, they were expected to benefit the poor and vulnerable groups in the catchment areas of the recipient hospitals/medical centers. More specifically, the mobile clinics were earmarked for use by eight hospitals and medical centers — Dr. Paulino J.
Garcia Memorial Research and Medical Center (DPJGMRMC), Quezon City General Hospital (QCGH), Rizal Medical Center (RMC), San Lazaro Hospital (SLH), Manila Health Department (MHD), Ospital ng Palawan (ONP), Southern Philippines Medical Center (SPMC), and Zamboanga del Sur Medical Center (ZSMC) — in Davao, Zamboanga Del Sur, Cabanatuan City, Palawan, and Metro Manila.
Each mobile clinic was equipped with an automatic hematology analyzer, digital ultrasound, ECG machine, X-Ray machine, blood centrifuge, oxygen concentrator, urine analyzer, blood chemistry analyzer, pharmacy refrigerator, OB-Gyne electric table, defibrillator, and glucometer.
According to a ‘2010 ODA Portfolio Review’ publication published by the Government of the Philippines, this project commenced on May 1, 2009. A project completion and mobile clinic handover ceremony took place on December 20, 2010.
