Grant Description
In 2005, the Chinese Government made an official commitment to provide a grant worth CFA 6,378,000,000 for the Rainwater Retention Basin Construction Project.
The purpose of this project was to construct rainwater retention basins in Matam, Tambacounda, Fatick, Thies, Kaffrine, Ziguinchor, Kolda, Diourbel, Kedougou, Louga, St. Louis, Dakar, Sedhiou, and Kaolack regions and thereby improve agricultural outcomes. This project was funded by the Government of Taiwan in 2003 and 2004.
Then, after the Government of Senegal severed its diplomatic ties with the Government of Taiwan and re-established diplomatic ties with the People’s Republic of China, the PRC apparently agreed to continue funding the project.
However, according to the Government of Senegal’s External Financing Management Platform (la Plateforme de Gestion des Financements Extérieurs du Sénégal, or PGFE), the Chinese Government never disbursed any funding in support of this project.
Staff Comments
PGFE identifies the funding agency for this project as ‘Coopération Chinoise’. AidData assumes for the time being that this is a reference to the PRC (since other PRC-financed activities recorded in the PGFE identify ‘Coopération Chinoise’ as the source of funding). However, it is possible that ‘Coopération Chinoise’ is a reference to Taiwan.
