Following the International Conference on Nepal’s Reconstruction (ICNR) in Kathmandu on June 25, 2015, China's Ministry of Commerce made a RMB 3 billion grant commitment for post-earthquake reconstruction activities.
The Chinese Government agreed to implement the 3 billion RMB grant commitment between 2016 to 2018 to support the post-disaster reconstruction of Nepal by carrying out 25 key projects in the areas of infrastructure construction, recovery of people’s livelihood in quake-stricken areas of northern Nepal, repair of cultural and historic sites, capacity building in disaster prevention and control as well as medical and public health cooperation.
The Government of Nepal’s Aid Management Information System (AMIS) records the grant commitment value as $483,137,602 and the grant commitment date as July 23, 2015.
The AMIS also records cumulative disbursements to date as $12,663,652, A $6,824,203 disbursement took place on January 4, 2017 and a $5,839,450 disbursement took place on January 1, 2018. As of April 7, 2019, two disbursements have been made, totaling an approximate amount of $12.7 million.
The Ministries that are involved are: Physical Infrastructure and Transportation, Health, Federal Affairs and Local Development, Culture, Tourism and Civil Aviation, Urban Development, and Education. The agency in charge of managing the funds is the Nepal Reconstruction Authority. The specific terms of the memoranda have not been disclosed.
Projects that belong to the package agreement and have been confirmed as being under implementation include projects #53717, #52936, #53719, #53689, #71831, and #53714.
This RMB 3 billion grant was supplemented by a USD $600,000 grant from the PRC Poverty Reduction and Regional Cooperation Fund (see Record ID#87036).
This grant commitment appears to have been made through an Economic and Technical Cooperation Agreement (ETCA), so we record it as an umbrella project and treat the disbursements through this grant agreement as subsidiary projects for unspecified activities. However, one official source indicates that the $3 billion commitment came in the form of 3 separate ETCAs that were signed on December 23, 2016, August 15, 2017, and June 21, 2018.
