China Eximbank commits a $10 billion USD credit line to Central and Eastern European projects In April 2012, during a summit in Warsaw, Poland, then-Chinese Premier Wen Jiabao announced that, as a part of cooperation with the Central and Eastern European (CEE) states, that China would offer a $10 billion USD credit line for them to apply to use.

This occurred at the first meeting of the "16+1" platform, which is comprised of the sixteen CEE countries and China.

The credit line, from the Export-Import Bank of China, was intended to finance development projects, especially in infrastructure, new technologies and the green economy in CEE states.

The 16 CEE countries this line of credit was available to were as follows: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, North Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia, and Slovenia.

As of the end of 2015, there were no actual usage of the line of credit or any indication that any of the CEE states have been able to access it. Record ID#42227 was one project funded under this mega deal.

Record ID#42221 and #42330 were agreements made under the memorandum of understanding that is a part of the 16+1 platform, but do not appear to have actually come from the line of credit.
