Grant Description

On May 3, 2007, the United Nations and the Government of Iraq hosted the Iraqi International Compact Conference — in coordination with the World Bank, International Monetary Fund, and regional agencies — to discuss the reconstruction of Iraq.

At the conference, held in Sharm El Sheikh, Egypt, Chinese Minister of Foreign Affairs Minister Yang Jiechi announced that the Chinese Government would provide a RMB 50 million ($6.5 million USD) grant to Iraq that year for the provision of health and educational supplies.

Then, on June 21, 2007, during President of Iraq Jalal Talabani's visit to China (the first visit to China by an Iraqi president since the establishment of diplomatic relations in 1958) and in the presence of Chinese President Hu Jintao, the governments of China and Iraq signed an Economic and Technical Cooperation Agreement (ETCA) (Chinese agreement name: 《中华人民共和国政府和伊拉克共和国政府经济技术合作协定》), which officially committed RMB 50,000,000 for health and education projects in Iraq.

However, AidData, knowing that the Chinese Government pledged to provide it, this ETCA would be a viable way to do so, and that at the Iraqi International Compact Conference (where the pledge of RMB 50 million was made), Yang Jiechi also announced China was considering cancelling debt to Iraq (which was officially confirmed on June 21, 2007, at the same signing ceremony as the ETCA), AidData is confident that the ETCA signed in June 2007 committed RMB 50 million and has coded it accordingly.AidData, based on experience, has assumed the Chinese Ministry of Commerce (MOFCOM) was the source of funds for this ETCA.
