On October 16, 2015, the Chinese Ministry of Commerce announced that it would provide RMB 100 million (approximately $16 million USD) in humanitarian aid to countries affected by the Syrian refugee crisis, including Syria, Jordan, and Lebanon. Chinese President Xi Jinping had first announced an offering of $16 million USD in aid on June 5, 2014.
Data from the United Nations' Office for the Coordination of Humanitarian Affairs only reported $14 million USD in Chinese humanitarian aid to Syria from 2011 to October 2015 (it specifically excluded the October 2015 pledge of the RMB 100 million in aid), heavily suggesting that the $16 million USD offered in June 2014 was not given out and was in fact the same as the October 2015 pledge (see 'China’s help in EU refugee crisis ‘would be welcome’').
