In December 2007, Yemen’s Minister of Planning and International Cooperation Abdul-Karim al-Arhabi and Chinese Assistant Foreign Minister Zhai Jun signed an RMB 20 million grant agreement (captured in Record ID#41170) and an RMB 40 million loan agreement (captured in Record ID#41171).
The proceeds from the grant agreement and loan agreement were reportedly going to be allocated to the Bajil Cement Factory Expansion and Modernization Project and/or the China-Yemen Friendship Hospital Construction Project (for feasibility study and design work).
According to the academic paper "The Yemen-China Economic, Commerical, and Technical Relations During Ali Abdullah Saleh's Administration from 1990 to 2012" by the International Journal of Management and Applied Sciences, the funds were allocated to the Bajil Cement Factory Expansion and Modernization Project.
It's also according to this article that the Bajil Cement Factor Expansion project started operation in June 2012.
According to an article by CemNet.com the Home of the International Cement Review, an international information exchange between buyers and suppliers headquartered in Dorking, England, the Bajil Expansion Project was implemented in mid-March of 2009 with the expansion starting construction.
