On December 21, 2003, the Chinese Government and the Government of Yemen signed an economic and technical cooperation agreement (ETCA), which committed RMB 30 million of grant funding for unspecified purposes. It is not clear whether or how these funds were utilized.

According to the people daily's article, on December 21, 2003, China provided interest-free loans of 20 million yuan in addition to a Chinese grant of 30 million yuan to contribute to the implementation of Yemeni economic and technical projects. An article in the International Journal of Management and Applied Science suggests that this financial commitment was used in conjunction with an RMB 20 million interest-free loan (captured in Project ID#64779) to finance the acquisition of highway construction and asphalting equipment for use in the capital city of Sana'a. Also, the BBC news reported that, previously on December 23, 2002, a technical cooperation protocol was signed between the government of Yemen and the government of China whereby China granted Yemen a loan worth 50 million yuan totally for developing Yemeni road network. This issue merits further investigation.
