On May, 21, 2007, China signed an Economic and Technical Cooperation Agreement with the Government of the Kingdom Tonga for provision of a grant aid.
Under this Aid Scheme, the Government of the People’s Republic of China has granted a total of twenty million Renminbi Yuan (RMB20,000,000.00) which is the equivalent of five million Tongan Pa’anga (TOP$5,000,000.00). The grant aid was offered to officially mark the First Official Visit to China of the Hon.
Prime Minister Sevele in late April 2007. President Hu Jintao announced the grant aid during a visit from Tongan Prime Minister Sevele. In accordance with the ETCA, the grant aid is to be utilized for project(s) agreed upon by both Governments.
Prime Minister Sevele announced after the signing ceremony that three-quarters of the grant would be spent on road maintenance for Tongatapu, and the rest would be spent on future community projects. It is unclear whether these developments took place, and whether the grant money was ever disbursed.
This same grant may have been announced at a summit meeting in Fiji in 2006, and then re-announced in 2007.
