During the China-Pacific summit in April 2006, China agreed to provide a grant worth 12 million Tonga pa’anga to balance Tonga's forthcoming budget.

There is no record of this grant ever being delivered - however, there is record of a 20 million RMB grant being accepted by Tonga at the summit (see #63252). It is unclear if this is a disbursement of the overall 12 million grant, or separate funding.
