Chinese Government provides RMB 30 million interest-free loan — via ETCA — for multiple projects On May 15, 2007, after meeting with the President of Cape Verde, Chinese Premier Wen Jiabao announced that the Chinese Government would build two rural schools in Cape Verde.
The Chinese Government reportedly issued an RMB 30 million interest-free loan — mostly likely through an Economic and Technical Cooperation Agreement (ETCA) — to support the construction of these schools and potentially other projects.
The Government of Cape Verde drew upon the proceeds of this loan to fully finance the Salineiro Secondary School Construction Project at a cost of CVE 82 million and the Achada Monte Secondary School Construction Project at a cost of CVE 82 million. The Salineiro Secondary School Construction Project is captured in Record ID#57032.
The Achada Monte Secondary School Construction Project is (captured in Record ID#56260) on the island of Santiago. Each were designed to have 12 classrooms, a cafeteria, an amphitheater, and sports facilities. On October 5, 2009, the Salineiro Secondary School (Escola Secundária de Salineiro) was officially inaugurated.
On September 4, 2008, a foundation stone laying ceremony took place for the Achada Monte Secondary School (Escola Secundária de Achada Monte). Then, on September 10, 2009, the school was officially inaugurated.
