On November 12, 2014, Chinese President Xi Jingping and his Peruvian counterpart Ollanta Humala signed Economic and Technical Cooperation Agreement (ETCA) granting 70 million RMB. This was just one of 7 agreements signed during APEC’s foreign summit. Banking procedures were handled by the China Development Bank and the Bank of the Nation of Peru.
Though the purpose of the grant was unspecified at the time of signing, it has been used to fund multiple projects: This project is linked to Record ID#73529 which, used 1 million RMB to fund the feasibility study for the Improvement of the Cultural Services of the National Museum of the Archeology, Anthropology, and History of Peru Project (Proyecto "Mejoramiento de los Servicios Culturales del Museo Nacional de Arqueología, Antropología e Historia del Perú").
Letters of Exchange pledged the funding on November 21, 2016.
On September 12 and 27, 2017, Letters of Exchange were signed by the Chinese Ambassador to Peru and the Peruvian Minister of Foreign Relations respectively, committing 20 million RMB of the funds from this ETCA to complete the Maintenance Project of the National Arzobispo Loayza Hospital's Intensive Care Pavilion, Blood Bank, Sterilization, and Kitchen (Proyecto de Mantenimiento del Pabellón de Cuidados Intensivos, Banco de Sangre, Esterilización y Cocina del Hospital Loayza).

It is also extremely likely this ETCA funded a large part of the National Emergency Operations Center, or Centro de Operaciones de Emergencia Nacional (COEN), project, though the exact amount of funding utilized is unclear (see #71714).
Government sources cite an ETCA in 2014 as one of the funding mechanisms, and this is the only ETCA signed between these two governments in 2014.
Funds also went towards the provision of anti-cold materials (see Record ID#56102), though the exact amount of funding provided to this project is also unclear. This was pledged in Letters of Exchange signed on May 22, 2015.
