On September 23, 2011, the Governments of China and Peru signed a bilateral Economic and Technical Cooperation Agreement (ETCA), in which the former granted the latter 20 million Yuan.
Both the Development Bank of China and the Bank of Nation of Peru (Banco de la Nación del Perú) are managing the financial portion of the agreement.
The agreement did not go into effect until December 9, 2014, which was later confirmed by the Ministry of Foreign Affairs of Peru and the Embassy of Peru in China.
At the time of signing, the money was expected to be used in Peru's education, culture, and health sectors, though the specific projects were unspecified in the agreement.
On November 12, 2014, Letters of Exchange were signed pledging the grant funds to the construction of COEN - the National Emergency Operations Center, with all 20 million RMB originally budgeted for this project (Record ID#71714).
Subsequent reports did not confirm that the grant from this ETCA was ultimately used, however, while other ETCAs were confirmed.
Project #73527 has sources which cite this ETCA as its funding source. However, official sources published much later show the full balance was still available in 2014 (see “[Decreto Supremo No. 009-2015-RE and other documents],” pg. 40). Further, because the agreement did not actually enter into force until the end of 2014, it seems unlikely that project #73527 was ultimately funded by this agreement.
